Literacy In India


 FOREWORD

A Literate Nation speaks of its Culture and Prosperity.   It is a pity that the evil of illiteracy in our country has lead to lack of social awareness among our people leading to their exploitation by most sections of our society.  I believe in the concept of `each one teach one` and it takes less than six months to turn an illiterate into a literate who can read and write.    More than Adult illiteracy the Child illiteracy could pose a very difficult situation for the society and its overall health.   We are a country with extreme diversity with scores of castes, languages and dialects and Literacy would be the only medium to unite the country and appraise every citizen about what is happening around him.

I have seen Dr. Venkatesh, the author of this book working to set up various Adult Literacy Centres, in remote centres, needs to be emulated and supported. I am sure this book brought out by Dr. Venkatesh would help every agency involved in eradicating illiteracy, raise their hopes and meet the challenge.

Street Children





  A vast majority of the Worlds Street Children live in India, where we see the worst form of exploitation.
It is very unfortunate that we are one of the Nations where children live in utmost distress and under abysmal conditions.  Majority of our Children are malnourished and made to beg on the streets or die pathetically.
 I sincerely appreciate the  holistic and highly committed approach to the issues of Children matters very professionally brought by Dr. Kodur Venkatesh.   The critical facts and remedial measures have been impressively brought out in this book and I am sure that every reader would finds the subject matter interesting and provide them the insight and motivational spirit to change factors to the advantage of children.

ಮುನ್ನುಡಿ:

ದತ್ತಕವು ಅನಾದಿ ಕಾಲದಿಂದಲೂ ನಮ್ಮ ಸಮಾಜದಲ್ಲಿ ನಡೆಯುತ್ತಾ ಬಂದಿದೆ. ದತ್ತಕವೆಂದರೆ ನಮ್ಮ ಭಾರತೀಯ ಪರಂಪರೆಯಲ್ಲಿ ಕುಟುಂಬದವರ ಸಮ್ಮುಖದಲ್ಲಿ ದತ್ತ ಹೋಮವನ್ನು ಮಾಡಿ ಮಗುವನ್ನು ಹೆತ್ತ ತಂದೆ ತಾಯಿಗಳು ಇನ್ನೊಬ್ಬರಿಗೆ ಕೊಟ್ಟುಬಿಡುತ್ತಿದ್ದರು. ಆ ಹೆತ್ತ ತಾಯಿಯು ಅಗ್ನಿದೇವನ ಸನ್ನಿಧಿಯಲ್ಲಿ ಇನ್ನು ಮುಂದೆ ತನಗೂ ಮಗುವಿಗೂ ಯಾವುದೇ ಸಂಬಂಧಗಳಿಲ್ಲ ಎಂದು ಘೊಷಿಸುತ್ತಿದ್ದಳು. ಮಗುವನ್ನು ಯಾವುದೇ ಬಾಧ್ಯತೆಗಳಿಲ್ಲದೆ ಬಿಟ್ಟುಕೊಡುತ್ತಿದ್ದಳು. ಕುಟುಂಬದ ಒಳಗಡೆಯೇ ಅಥವಾ ಹೊರಗಡೆಯೇ ಆಗಲಿ ಇದೇ ಪದ್ಧತಿ ಇತ್ತು. ವಂಶವನ್ನು ಬೆಳೆಸುವುದಕ್ಕೆ ಅಥವಾ ಕುಟುಂಬದ ಆಸ್ತಿಯನ್ನು ಕಾಪಾಡುವುದಕ್ಕಾಗಿ ಈ ದತ್ತಕದ ಪದ್ಧತಿ ನಡೆದಿರಬಹುದು. ಬಂಜೆತನದ ಕಾರಣ ತಿಳಿಯುವುದಕ್ಕೆ ಯಾವ ವೈದ್ಯಕೀಯ ನೆರವೂ ಇರಲಿಲ್ಲ. ಪವಾಡಗಳ ಬಲದಿಂದ ಬಂಜೆತನ ಹೋಗಲಾಡಿಸವ ಮೂಢನಂಬಿಕೆ ಮಾತ್ರ ಇತ್ತು!!
ಜನರು ಯಾಕೆ ದತ್ತಕದ ಮೊರೆ ಹೋಗುತ್ತಾರೆ ಎಂಬುದಕ್ಕೆ ಹಲವಾರು ಕಾರಣಗಳಿವೆ. ಹಿಂದೊಂದು ಕಾಲವಿತ್ತು. ಆಗ ವ್ಯಕ್ತಿಯೊಬ್ಬನಿಗೆ ಗಂಡುಮಗ ಇಲ್ಲವೆಂದರೆ ಆತ ಪಾಪ ಮಾಡಿದ್ದಾನೆ ಎಂಬ ಭಾವವಿತ್ತು. ಆತನ ಸಾವಿನ ನಂತರ ಅವನಿಗೆ ಮಾಡಬಹುದಾದ ಅಂತ್ಯಕ್ರಿಯೆಗೆ, ಅವನ ಕುಟುಂಬದ ಮುಂದುವರಿಕೆಗೆ ಗಂಡು ಸಂತಾನ ಅನಿವಾರ್ಯ ಎಂಬ ನಂಬಿಕೆ ಆ ಕಾಲದ್ದಾಗಿತ್ತು. ಆಗ ಕಾಲ ಹೇಗಿತ್ತೆಂದರೆ ಯಾವ ಗಂಡೂ ತನಗೆ ಮಕ್ಕಳಾಗುವುದಿಲ್ಲ ಎಂಬುದನ್ನು ಒಪ್ಪಿಕೊಳ್ಳುತ್ತಿರಲಿಲ್ಲ. ಪುರುಷಪ್ರಧಾನ ಸಮಾಜದಲ್ಲಿ ಮಕ್ಕಳಾಗದಿರಲು ಮಹಿಳೆಯೇ ಕಾರಣ ಎಂಬ ನಂಬಿಕೆ ಇತ್ತು. ಹಾಗಾಗಿ ಸಂತಾನವಿಲ್ಲ ಎಂಬ ಕಾರಣಕ್ಕೆ ಆತ ಇನ್ನೊಂದು ಮದುವೆಯಾಗುತ್ತಿದ್ದ. ಇವನಲ್ಲೇ ದೋಷವಿದ್ದರೆ ಮುಗಿದೇ ಹೋಯಿತು-ಇಬ್ಬರು, ಮೂವರು ಹೆಂಡತಿಯರು. ಅವರಿಗೆಲ್ಲ ಅವರದಲ್ಲದ ತಪ್ಪಿಗೆ ಬಂಜೆಯರು ಎಂಬ ಪಟ್ಟ ಬೇರೆ! ಸಂತಾನ ತನ್ನ ಹಣೆಯಲ್ಲಿ ಬರೆದಿಲ್ಲ ಎಂದು ಮನವರಿಕೆಯಾದಾಗ ಬೇರೆಯವರ ಮಗುವನ್ನು ದತ್ತು ಪಡೆಯಲು ಯೋಚಿಸಿರಬೇಕು. ಈ ಅವಧಿಯಲ್ಲಿಯೇ ದತ್ತು ಪಡೆಯುವ ಪದ್ಧತಿ ರೂಢಿಯಲ್ಲಿ ಬಂದಿರಬೇಕು.
ಹಿಂದೆಲ್ಲ ದತ್ತಕ ಪ್ರಕ್ರಿಯೆ ಹೇಗಿರುತ್ತಿತ್ತು ಎಂದು ತಿಳಿಯುವುದಾದರೆ ಹಿಂದೂ ಕುಟುಂಬಗಳ ಸಾಂಪ್ರದಾಯಿಕ ದತ್ತಕವನ್ನು ಒಮ್ಮೆ ನೆನಪು ಮಾಡಿಕೊಳ್ಳಬಹುದು. ಅದು ಹೇಗಿರುತ್ತಿತ್ತೆಂದರೆ...
ಅದೊಂದು ಧಾಮರ್ಿಕ ಸಮಾರಂಭದಂತಿರುತ್ತಿತ್ತು. ಗಣಪತಿ ಹೋಮ, ನವಗ್ರಹ ಹೋಮಗಳ ನಂತರ ದತ್ತಹೋಮ ನಡೆಯುತ್ತಿತ್ತು. ದತ್ತು ಕೊಡಬೇಕಾದ ಮಗುವಿನ ತಾಯಿ ಮಗುವನ್ನು ದತ್ತು ಪಡೆಯುವ ತಂದೆ ಕೈಗೆ ಕೊಡುತ್ತಿದ್ದಳು. ಕೆಲವೆಡೆ 100 ಬೆಳ್ಳಿಯ ನಾಣ್ಯಗಳನ್ನು ಹಾಗೂ ಆಭರಣಗಳನ್ನು ಶುಲ್ಕದ ಹಾಗೆ ಕೊಡುವುದೂ ಇತ್ತು. ಭವಿಷ್ಯದಲ್ಲಿ ಈ ಮಗುವಿಗೂ ತನಗೂ ಯಾವುದೇ ಸಂಬಂಧ ಇಲ್ಲ ಎಂದು ಅಗ್ನಿಯ ಎದುರು ಈ ಹೆತ್ತಮ್ಮ ಮೂರು ಬಾರಿ ಘೋಷಿಸಬೇಕಾಗಿತ್ತು. ಅಲ್ಲದೇ ಮಗುವನ್ನು ಸಂಪೂರ್ಣವಾಗಿ ದತ್ತಕ ಪಾಲಕರಿಗೆ ಒಪ್ಪಿಸಬೇಕಾಗಿತ್ತು.
ನಮ್ಮ ಪುರಾಣಗಳಲ್ಲಿ ಗಂಗಾನದಿ ಅಥವಾ ಇತರ ನದಿಗಳು ದತ್ತಕಕ್ಕೆ ಸಾಕ್ಷಿಯಾದ ಉದಾಹರಣೆಗಳಿವೆ. ಮೈಸೂರು ಅರಸರ ಮನೆತನದಲ್ಲಿನ ದತ್ತಕ ಪ್ರಕ್ರಿಯೆಯನ್ನು ನಾವೆಲ್ಲರೂ ಬಲ್ಲೆವು. ನೀರು, ಅಗ್ನಿಯಂತಹ ಸಾಕ್ಷಿಗಳು ಈಗ ಮಾನ್ಯಗೊಳ್ಳುವುದಿಲ್ಲ. ನಾವು ಆ ಕುರಿತು ದಾಖಲೆ ಸಿದ್ಧಗೊಳಿಸಬೇಕು. ಅನೇಕ ನಿಯಮಗಳನ್ನು ಪಾಲಿಸಬೇಕು. ಏಕೆಂದರೆ ನಿಯಮಗಳನ್ನು ಪಾಲಿಸದಿದ್ದರೆ ಇಡೀ ದತ್ತಕ ಕ್ರಿಯೆಯೇ ನಿರರ್ಥಕವಾಗಿ ಬಿಡಬಹುದು.
ಕ್ರಮೇಣ ಸಾಮಾಜಿಕ ಸ್ಥಿತಿಗತಿಗಳು ಬದಲಾದಂತೆ ಜನರ ಮನೋಭಾವವೂ ಬದಲಾಗುತ್ತಾ ಬಂದಿತು. ಇದು ದತ್ತಕದ ವಿಷಯಕ್ಕೂ ಅನ್ವಯಿಸುತ್ತದೆ. ಸಮಾಜದ ಪ್ರತಿಯೊಂದು ಕ್ರಿಯೆಯೂ ಕಾನೂನಿನ ಚೌಕಟ್ಟಿಗೆ ಒಳಪಡುವಂತೆ, ದತ್ತಕ ಪ್ರಕ್ರಿಯೆಗೂ ಒಂದು ಸಮಗ್ರ ಕಾನೂನು ರಚಿತವಾಯಿತು. ಹೆತ್ತವರಿಂದ ಪರಿತ್ಯಕ್ತರಾದ ಹಾಗೂ ಅನಾಥ ಮಕ್ಕಳ ಮತ್ತು ದತ್ತ ಪಾಲಕರ ಹಿತದೃಷ್ಟಿಯೇ ಈ ಕಾನೂನಿನ ಮುಖ್ಯ ಉದ್ದೇಶ. ಒಮ್ಮೆ ಹೆತ್ತವರ ಪ್ರೀತಿ, ಪಾಲನೆ ಮತ್ತು ಪೋಷಣೆಯಿಂದ ವಂಚಿತವಾದ ಮಗು ಮತ್ತೊಮ್ಮೆ ಅದನ್ನು ಕಳೆದುಕೊಳ್ಳಬಾರದು. ಅಂತೆಯೇ ಬೇರೊಂದು ಮಗುವನ್ನು ತಮ್ಮದೆಂದು ಸ್ವೀಕರಿಸಿದ ಪಾಲಕರಿಗೂ ಅಭದ್ರತೆ ಕಾಡಬಾರದು. ಪರಸ್ಪರ ಸುರಕ್ಷತೆ ಕಾಪಾಡುವುದೇ ಕಾನೂನಿನ ಗುರಿ.




ಅಧ್ಯಾಯ-
ಮಡಿಲಿಗೊಂದು ಮಗು

ಹೆಣ್ಣಿನ ಸಾರ್ಥಕತೆ ಇರುವುದು ತಾಯಿಯಾಗುವುದರಲ್ಲಿ ಎನ್ನುವ ಮಾತು ಇಂದು ನಿನ್ನೆಯದಲ್ಲ. ಪ್ರತಿಯೊಬ್ಬ ಹೆಣ್ಣಿನ ಬಯಕೆಯೂ ಇದೇ ಆಗಿರುತ್ತದೆ. ಅದಕ್ಕಾಗಿ ಕಾಯುತ್ತಾಳೆ, ಆ ಸಂಭ್ರಮಕ್ಕಾಗಿ ತನ್ನ ಒಡಲಿನ ರಕ್ತವನ್ನೇ ಬಸಿಯುತ್ತಾಳೆ. ಆ ಮುದ್ದು ಮುಖವನ್ನು ನೋಡುತ್ತಾ ತನ್ನೆಲ್ಲ ನೋವನ್ನು ಮರೆಯುತ್ತಾಳೆ. ತಾಯಿಯಾಗುವ ಪ್ರತಿಯೊಬ್ಬ ಹೆಣ್ಣಿನ ಬಯಕೆಯ ಹಿಂದೆ ಕುಟುಂಬ ಹಾಗೂ ಸಮಾಜದ ಕಟ್ಟುಪಾಡುಗಳು ನೆರಳಿನಂತೆ ಹಿಂಬಾಲಿಸುತ್ತವೆ. ಸಮಾಜ ಹಾಗೂ ಕುಟುಂಬದವರ ಒತ್ತಾಯಕ್ಕೆ ಮಣಿದು ತಾಯ್ತನವನ್ನು ಹೇರಿಕೊಂಡ ಮಹಿಳೆಯರೂ ನಮ್ಮಲ್ಲಿದ್ದಾರೆ. ಗರ್ಭವತಿಯಿಂದ ಹಿಡಿದು ಮಗು ಹಡೆಯುವ ತನಕ ಅದನ್ನು ಪ್ರೀತಿಯಿಂದ ಆಸ್ವಾದಿಸಿದವರೂ ನಮ್ಮಲ್ಲಿ ಇದ್ದಾರೆ. ತಾಯಿಯಾಗದ ಹೊರತು ಹೆಣ್ಣಿನಲ್ಲಿ ಏನನ್ನೋ ಕಳೆದುಕೊಂಡ ಕೊರಗು ಕಾಡುತ್ತಿರುತ್ತದೆ. ತಾಯಿಯಾಗದ ಹೆಣ್ಣನ್ನು ನಿಕೃಷ್ಟವಾಗಿ ನೋಡುವ ಕಾಲವೂ ಒಂದು ಇತ್ತು. ಬಂಜೆ ಎನ್ನುವ ಅಪವಾದಕ್ಕೆ ಒಳಗಾಗಲು ಯಾವ ಹೆಣ್ಣು ತಾನೆ ಬಯಸುತ್ತಾಳೆ? ಇಂದಿಗೂ ಆ ಪರಿಸ್ಥಿತಿ ಹಾಗೇ ಇದೆ. ಆದರೆ ಕಾಲ ಬದಲಾದಂತೆ ಹೆಣ್ಣಿನ ಭಾವನೆಗಳಲ್ಲಿಯೂ ಹಲವಾರು ಬದಲಾವಣೆಗಳು ಉಂಟಾಗಿವೆ. ತಾಯ್ತನ ಒಲ್ಲೆ ಎನ್ನುವ ಯುವ ಪೀಳಿಗೆಯ ಹೆಣ್ಣು ಮಕ್ಕಳಿಗೇನೂ ಕೊರತೆ ಇಲ್ಲ. ಹಾಗೆಯೇ ಮದುವೆಯೇ ಇಲ್ಲದೆ ಮಗುವನ್ನು ಪಡೆಯಲು ಬಯಸುವ ಹೆಣ್ಣುಗಳೂ ನಮ್ಮಲ್ಲಿ ಇಂದು ಕಾಣಸಿಗುತ್ತಾರೆ. ಏನೇ ಆಗಲಿ, ಮಡಿಲಲ್ಲಿ ಒಂದು ಮಗುವನ್ನು ಕಟ್ಟಿಕೊಂಡು ಅಪ್ಪಿ ಮುದ್ದಾಡುವ ಸಂತಸ ಎಲ್ಲರಿಗೂ ಬೇಕು. ತಾಯ್ತನವನ್ನು ಮಕ್ಕಳನ್ನು ಹಡೆದೇ ಅನುಭವಿಸಬೇಕೇನು ಎಂದು ಪ್ರಶ್ನಿಸುವ ಕಾಲದಲ್ಲಿ ಇಂದು ನಾವಿದ್ದೇವೆ. ಮಗುವೊಂದನ್ನು ದತ್ತು ತೆಗೆದುಕೊಂಡು ಅದನ್ನು ಸಾಕುವುದರಲ್ಲೇ ತಾಯ್ತನವನ್ನು ಕಾಣುವ ಉದಾತ್ತ ಹೆಂಗಸರೂ ಇದ್ದಾರೆ. ಮತ್ತೆ ಕೆಲವರಿಗೆ ತಾಯಿಯಾಗುವ ಆಸೆ ಕೈಗೂಡುವುದೇ ಇಲ್ಲ. ಅದಕ್ಕಾಗಿ ಅಂತಹವರು ಪರಿತಪಿಸುತ್ತಾ ಕೂಡುವ ಬದಲು ಮಗುವೊಂದನ್ನು ದತ್ತು ತೆಗೆದುಕೊಂಡು ಅದಕ್ಕೊಂದು ಜೀವನಾಧಾರ ಕಲ್ಪಿಸುವುದು ಒಂದು ಒಳ್ಳೆಯ ಧ್ಯೇಯ.
ಒಂದು ಕಾಲದಲ್ಲಿ ಮಕ್ಕಳನ್ನು ದತ್ತು ತೆಗೆದುಕೊಳ್ಳುವುದಕ್ಕೆ ಹಿಂದು ಮುಂದು ನೋಡುತ್ತಿದ್ದರು. ಆದರೆ ಈಗ ಕಾಲ ಬದಲಾಗಿದೆ. ಮಕ್ಕಳನ್ನು ಅದರಲ್ಲೂ ಹಸಗೂಸುಗಳನ್ನು ದತ್ತು ತೆಗೆದುಕೊಳ್ಳುವುದಕ್ಕೆ ಕಾನೂನಿನ ಅನುಕೂಲತೆಗಳನ್ನು ಎಲ್ಲರಿಗೂ ಅನ್ವಯವಾಗುವಂತೆ ರೂಪಿಸಿರುವುದು. ಇದರಿಂದ ಮಕ್ಕಳನ್ನು ದತ್ತು ತೆಗೆದುಕೊಳ್ಳಲು ಹಿಂದೆ ಮುಂದೆ ನೋಡುತ್ತಿದ್ದವರೂ ಇಂದು ಆ ಕುರಿತು ಧೈರ್ಯದಿಂದ ಮುನ್ನುಗ್ಗುವಂತಹ ವಾತಾವರಣ ನಿಮರ್ಾಣಗೊಂಡಿದೆ. ಇದು ನಿಜಕ್ಕೂ ಉತ್ತಮ ಬೆಳವಣಿಗೆಯಾಗಿದೆ.
ಮಗುವೊಂದನ್ನು ದತ್ತು ತೆಗೆದುಕೊಳ್ಳುವ ಮುನ್ನ ಕೆಲವು ವಿಷಯಗಳ ಬಗ್ಗೆ ಮುನ್ನೆಚ್ಚರಿಕೆ ವಹಿಸುವುದು ಅಗತ್ಯ. ಮೊದಲು ಮಗುವೊಂದನ್ನು ದತ್ತು ತೆಗೆದುಕೊಳ್ಳಲು ಆ ಮಗುವಿಗೆ ತಂದೆ, ತಾಯಿ ಆಗಬೇಕಾದವರ ಸಹಮತ ಇರಬೇಕಾಗುತ್ತದೆ. ಯಾರೋ ಒಬ್ಬರ ಒತ್ತಾಯಕ್ಕೆ ಮಣಿದು ಮಗುವನ್ನು ದತ್ತು ತೆಗೆದುಕೊಂಡಲ್ಲಿ ಆ ಬಳಿಕ ದುಷ್ಪರಿಣಾಮ ಉಂಟಾಗುವುದು ಮಗುವಿನ ಮೇಲೆಯೇ ಹೊರತು ತಂದೆ, ತಾಯಿಗಳಿಗಲ್ಲ. ಹಾಗೆ ದತ್ತು ತೆಗೆದುಕೊಳ್ಳುವವರು ವಿಭಕ್ತ ಕುಟುಂಬದವರಾಗಿದ್ದರೆ ಅಲ್ಲಿ ಹೆಚ್ಚು ಸಮಸ್ಯೆಗಳು ಉದ್ಭವಿಸುವುದಿಲ್ಲ. ಅವಿಭಕ್ತ ಕುಟುಂಬದಲ್ಲಿ ಇಂತಹ ಪರಿಸ್ಥಿತಿ ಎದುರಾದಾಗ ಕುಟುಂಬದ ಪ್ರಮುಖರ, ಸಹ ಸದಸ್ಯರ ಅನುಮತಿ ಪಡೆಯುವುದೂ ಕೆಲವೊಮ್ಮೆ ಅನಿವಾರ್ಯವಾಗುತ್ತದೆ. ಇದರ ಜೊತೆಗೆ ಆ ಮಗುವನ್ನು ಅವರೂ ಕೂಡ ತಮ್ಮದೇ ಮಗು ಎಂದು ಪ್ರೀತಿಯಿಂದ ಕಾಣಬೇಕಾದ ಗುಣ ಸ್ವಭಾವವೂ ಅಗತ್ಯ. ಎಲ್ಲವೂ ಸರಿಯಾಗಿದ್ದರೆ ಮಾತ್ರ ಆ ಕುಟುಂಬದಲ್ಲಿ ಮಗು ಎಲ್ಲರಂತೆ ಬದುಕಲು ಸಾಧ್ಯವಾಗುತ್ತದೆ.
ಇಂದಿನ ಪರಿಸ್ಥಿತಿಯಲ್ಲಿ ಅವಿಭಕ್ತ ಕುಟುಂಬಗಳು ಬಹುತೇಕ ಮರೆಯಾಗಿ ವಿಭಕ್ತ ಕುಟುಂಬಗಳ ಸಂಖ್ಯೆ ಹೆಚ್ಚುತ್ತಿದೆ. ಪ್ರತಿಯೊಬ್ಬರೂ ಕೂಡ ತಾವು ಸ್ವತಂತ್ರವಾಗಿ ಬದುಕಬೇಕು ಎಂಬ ಕನಸು ಕಾಣುತ್ತಿದ್ದಾರೆ. ಹಾಗೆಯೇ ಮಗುವಿನ ವಿಚಾರದಲ್ಲಿಯೂ ಅವರದೇ ಆದ ಕೆಲಸಗಳು ಇರುವುದು ಸಹಜ. ಆದರೆ ಕಲ್ಪನೆಗಳು ಮಗುವಿನ ಬೆಳವಣಿಗೆಯ ಮೇಲೆ ಕೆಟ್ಟ ಪರಿಣಾಮ ಬೀರುವಂತಾಗಬಾರದು. ಸಾಮಾನ್ಯವಾಗಿ ಸ್ವಂತ ಮಗು ಹಾಗೂ ದತ್ತು ಮಗುವಿನ ನಡುವೆ ಭೇದ, ಭಾವ ತೋರುವುದು ಸಹಜ ಎನ್ನುವ ಭಾವನೆ ಎಲ್ಲರಲ್ಲಿಯೂ ಮನೆ ಮಾಡಿದೆ. ಎಲ್ಲೋ ಕೆಲವು ಸಂದರ್ಭಗಳಲ್ಲಿ, ಕೆಲವು ಸನ್ನಿವೇಶಗಳಲ್ಲಿ ಇಂತಹ ಪರಿಸ್ಥಿತಿ ಇರುವುದು ಅನಿವಾರ್ಯ. ಆದರೆ ಅದನ್ನೇ ಸತ್ಯ ಎಂದು ಬಯಸುವುದು ತಪ್ಪು. ಮಗುವೊಂದನ್ನು ದತ್ತು ತೆಗೆದುಕೊಳ್ಳುವಾಗ ಇರುವ ಆಸ್ಥೆ ಮಗುವನ್ನು ಮುಂದೆ ಬೆಳೆಸುವಾಗಲೂ ಇರಬೇಕಾಗುತ್ತದೆ. ಇದು ನನ್ನ ಮಗು, ಯಾವ ಕೊರಗೂ ಇಲ್ಲದೆ ಬೆಳೆಯಲು ಸಾಧ್ಯ. ಆದರೆ ಬಹುತೇಕ ಸಂದರ್ಭಗಳಲ್ಲಿ ಎಲ್ಲೋ ಒಂದು ಕಡೆ ಈ ಮಗು ನನ್ನದಲ್ಲ ಎನ್ನುವ ಭಾವನೆ ದತ್ತು ಸ್ವೀಕರಿಸಿದವರನ್ನು ಕಾಡುತ್ತಿರುತ್ತದೆ. ಆ ಮನೋಭಾವದಿಂದ ಹೊರ ಬಂದು ಆ ಮಕ್ಕಳನ್ನು ಪ್ರೀತಿಯಿಂದ ಕಂಡು ತಾವು ತಿನ್ನುವ ಆಹಾರ, ಉಡುವ ಬಟ್ಟೆಯನ್ನು ಅವಕ್ಕೂ ಹಂಚಿಕೊಟ್ಟಾಗ ಆ ಮಕ್ಕಳೂ ಎಲ್ಲ ಮಕ್ಕಳಂತೆ ಬೆಳೆಯುತ್ತವೆ.
ಅತಿ ಚಿಕ್ಕ ವಯಸ್ಸಿನಲ್ಲಿ ಮಕ್ಕಳನ್ನು ದತ್ತು ತೆಗೆದುಕೊಂಡಾಗ ಆ ಮಗುವಿಗೆ ತನ್ನ ತಂದೆ, ತಾಯಿ ಯಾರು ಎನ್ನುವ ಅರಿವು ಕೂಡ ಇರುವುದಿಲ್ಲ. ಆದರೆ ಆ ಮಗು ಬೆಳೆದಂತೆಲ್ಲ ತಾನು ಮನೆಗೆ ಹೊರತಾದವನು ಎನ್ನುವ ಭಾವನೆ ಬಾರದ ರೀತಿಯಲ್ಲಿ ಆ ಮಗುವನ್ನು ಬೆಳೆಸುವ ಹೊಣೆಗಾರಿಕೆ ತಂದೆ, ತಾಯಿಗಳಿಗೆ ಇರಬೇಕಾಗುತ್ತದೆ. ಮಗುವನ್ನು ದತ್ತು ತೆಗೆದುಕೊಳ್ಳಬೇಕಾದ ಸಮಯದಲ್ಲಿ ಇವೆಲ್ಲವುಗಳ ಬಗ್ಗೆ ಚಿಂತಿಸಬೇಕಾದದ್ದು ಅತ್ಯಗತ್ಯ.
ಕಾಲ ಹೇಗೆ ಓಡುತ್ತದೋ ಹಾಗೆ ನಾವು ಅದರ ಬೆನ್ನು ಹತ್ತಿ ಹೋಗಬೇಕಾಗುವುದು ಅನಿವಾರ್ಯ. ಬದಲಾಗುತ್ತಿರುವ ಇಂದಿನ ಕಾಲದಲ್ಲಿ ಗಂಡ, ಹೆಂಡತಿ ಇಬ್ಬರೂ ದುಡಿಯುವಂತಹ ಅನಿವಾರ್ಯ ಪರಿಸ್ಥಿತಿ ನಿಮರ್ಾಣವಾಗಿದೆ. ಗಂಡು ದುಡಿಯುವುದಕ್ಕೆ, ಹೆಣ್ಣು ಹಡೆಯುವುದಕ್ಕೆ ಎನ್ನುವ ಕಾಲ ಇಂದು ಸಂಪೂರ್ಣ ಬದಲಾಗಿದೆ. ಗಂಡ, ಹೆಂಡತಿ ಇಬ್ಬರೂ ಹೀಗೆ ದುಡಿಯುವುದಕ್ಕೆ ಹೋದಾಗ ಮಕ್ಕಳ ಬಗ್ಗೆ ಚಿಂತಿಸುವುದಕ್ಕೆ ಸಮಯವಾದರೂ ಅವರಿಗೆ ಎಲ್ಲಿಂದ ಬಂದೀತು ಎನ್ನುವ ಪ್ರಶ್ನೆ ಏಳುವುದು ಸಹಜ. ಆ ಕಾರಣಕ್ಕಾಗಿ ಮಕ್ಕಳೇ ಬೇಡ ಎನ್ನುವಂತಹ ವಾತಾವರಣವೂ ಕೆಲವು ಕುಟುಂಬಗಳ ಸಂದರ್ಭಗಳಲ್ಲಿ ನಿಮರ್ಾಣವಾಗಿದೆ. ಇಂತಹ ಪರಿಸ್ಥಿತಿಯಲ್ಲಿ ಮಕ್ಕಳನ್ನು ಹಡೆಯಬೇಕೇ ಅಥವಾ ಮಗುವೊಂದನ್ನು ದತ್ತು ಪಡೆದು ಸಾಕುವುದು ಉಚಿತವೇ ಎನ್ನುವ ಪ್ರಶ್ನೆಗಳೂ ಇತ್ತೀಚಿನ ಪರಿಸ್ಥಿತಿಯಲ್ಲಿ ಏಳುತ್ತಿದೆ. ಈ ಸಂದಿಗ್ಧ ಪರಿಸ್ಥಿತಿಯಲ್ಲಿ ಎರಡು ಬಗೆಯ ಚಿಂತನೆಗಳು ಸದ್ಯ ಹೊರ ಬಂದಿವೆ. ಒಂದು ಚಿಂತನೆಯ ಪ್ರಕಾರ ಮಗುವನ್ನು ದತ್ತು ತೆಗೆದುಕೊಳ್ಳುವುದು ಉತ್ತಮ. ಆದರೆ ಹಾಗೆ ದತ್ತು ತೆಗೆದುಕೊಂಡ ಮಗುವನ್ನು ಸಾಕುವವರು ಯಾರು? ಆ ಮಗುವಿಗೆ ಹೊಣೆ ಯಾರು? ಇದರಿಂದ ಮುಂದೆ ಆ ಮಗುವಿನ ಮೇಲೆ ಬೀರಬಹುದಾದ ಪರಿಣಾಮಗಳು ಎಂಥವು ಇವೇ ಮೊದಲಾದ ಪ್ರಶ್ನೆಗಳನ್ನು ಎರಡನೆಯ ಪ್ರಕಾರದ ಚಿಂತಕರು ಮುಂದಿಡುತ್ತಿದ್ದಾರೆ.
ಈ ಬಗೆಯ ಚಿಂತನೆಗಳು ಸಹಜ. ದತ್ತು ಮಗುವಿನ ವಿಚಾರದಲ್ಲಿ ಮಾತ್ರ ಎಲ್ಲ ಮಕ್ಕಳನ್ನು ಹಡೆದವರ ವಿಚಾರದದಲ್ಲಿಯೂ ಇದು ಸಹಜ. ತಾನೇ ಹಡೆದ ಮಗುವನ್ನು ತಾಯಿ ಎಷ್ಟು ಮುತುವಜರ್ಿಯಿಂದ ಸಾಕುತ್ತಾಳೋ ಅಷ್ಟೇ ಮುತುವಜರ್ಿಯಿಂದ ತಾಯಿಯಾದವಳು ದತ್ತು ಸ್ವೀಕರಿಸಿದ ಮಗುವನ್ನೂ ಸಾಕಿ ಸಲಹುತ್ತಾಳೆ. ಆದರೆ ವಿನಾಕಾರಣ ಈ ವಿಚಾರವನ್ನು ದೊಡ್ಡದು ಮಾಡಿ ಗೊಂದಲವನ್ನು ಸೃಷ್ಟಿಸಲಾಗುತ್ತಿದೆ. ಈ ಬಗ್ಗೆ ಆಳವಾದ ಚಿಂತನೆ ನಡೆದಾಗ ಮಾತ್ರ ಇಂತಹ ಗೊಂದಲಗಳಿಂದ ಹೊರಬರಲು ಸಾಧ್ಯ. ಎಲ್ಲಕ್ಕಿಂತ ಮುಖ್ಯವಾಗಿ ಮಗು ಯಾವುದಾದರೇನು ಅದು ನನ್ನ ಮಗು ಎಂದು ಪ್ರೀತಿಯಿಂದ ಕಾಣುವ ಮನೋಭಾವ ಬರಬೇಕು. ಆಗ ಮಾತ್ರ ಏನನ್ನಾದರೂ ಸಾಧಿಸಲು ಸಾಧ್ಯ.

Karnataka NGO’s Directory

After more than a year’s painstaking work and persistence, this Directory has been published. It contains information about NGO’s in Karnataka, such as name, address, contact person with phone number, the objectives of the NGO, and the services provided by them. Not all the NGO’s cooperated by the information especially about the types of services provided.

It is possible to generate more information about the NGOs by scrutinizing the available information and then project the total number of NGOs in the country. Five districts, Bangalore Urban (290), Mysore (150), South Kannada (153), Bijapur (145) and Raichur(110) have more than 100 NGO’s and together they have nearly 800 NGO’s i.e. more than half of the total number of NGO’s in Karnataka. There are three districts with less than ten NGO’s. They are: Chamaraja Nagar (9), Hassan (7), Chikkamagalur (9). Surprisingly a backward district like Bidar has 66 whereas more developed districts like Kodagu (28), North Kannada (22) and Udupi (29) have NGO’s numbering 20 to 30 and Mandya only 14.

The total number of NGO’s in Karnataka listed in the Directory is 1363. Districts like Yadagiri and Ramanagar are missing . These Districts may have been covered as part of the undivided original Districts. Making allowance for missed NGO’s for various reasons, there may be about 1500 to 1600 NGO’s. Taking this as a base, we may estimate that there may be 50,000 to 60,000 NGO’s in the country and more than half of them may be in Gujarat, Tamil Nadu, Maharashtra, Delhi, U.P., and West Bengal. A perusal of the information provided by the NGO’s indicate that about 10 per cent of these are providing the traditional social service like institutional and non-institutional care for the aged, women and children and counseling services for de-addiction and H.I.V affected population. Another two or three per cent of NGO’s which include multi-service, multi-location NGO’s, may be providing development-oriented services to the tribal women and children such as advocacy of rights, empowerment, income generation through self help groups and poverty alleviation. A total of 13 to 15 per cent of NGO’s may be considered as providing social and welfare services to the needy population.
